Through the ‘RaisÂing the bar’ iniÂtiaÂtive, Highways England working in collaboration with its supply chain aim to idenÂtify curÂrent health and safety best pracÂtice and then define that as the minÂiÂmum requireÂment to be implemented on all major projects.

'Raising the bar' health and safety guidance documents
‘Raising the bar’ provides guidance on the curÂrent best pracÂtice and minÂiÂmum requireÂments for health and safety on major projects within Highways England. Highways England and its supply chain partners are required to review their procedures against these documents then consider and implement standards on site within six months of the document version date.
Where applicable, each major scheme should comply with the ‘minimum requirements’ of the standards.
The standards also set out ‘desirable’ elements, for consideration and implementation if deemed appropriate.
Not every document specifies minimum and desirable requirements, but these must also be considered and applied where practicable.
