On 28 November 2024, ministers from the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) countries announced that CPTPP Members have agreed to establish an Accession Working Group with聽Costa Rica. To inform the UK鈥檚 engagement in that process, we are launching this public engagement period.

Candidates to CPTPP must satisfy the 3 Auckland Principles, most recently outlined by ministers, which are:

• a preparedness to meet the Agreement鈥檚 high standards
• a demonstrated pattern of complying with trade commitments
• recognition that decisions are dependent on the consensus of the CPTPP Parties

The accession of a new candidate will take time and the process will be managed by an Accession Working Group consisting of representatives from CPTPP Parties. It is important to note that the UK is one member of CPTPP, and decisions taken by CPTPP Parties are taken by consensus. The evidence and views submitted now will be important in shaping the UK鈥檚 position on聽Costa Rica鈥檚聽accession when entering formal negotiations.

2. Based on your selection(s) in the previous question, please provide further detail on why you think the UK government should consider these issues when engaging in discussions on聽Costa Rica鈥檚聽application to join the CPTPP?

The objective of this public engagement period is to understand stakeholders鈥� views on how Costa Rica conforms to the CPTPP Agreement and the market access opportunities available from an enhanced trading relationship.
