Contingent relaxation of licensing hours during the semi-finals and final of the 2025 UEFA Women’s European Championship: consultation outcome

The Home Office would like to thank everyone who took part in the consultation and appreciates the time taken to complete the consultation on the contingent relaxation of licensing hours during the semi-final(s) and final of the 2025 UEFA Women’s European (Euros) Championship.

The analysis presented in this report is based on the 33 complete responses that were received, 4 responses were partially complete and deemed unusable.

The consultation included 6 questions, 5 with closed response options and 1 open ended to permit a written response. The responses to the 5 closed response questions are presented below in graph form. As demonstrated, the consultation concluded that the overall majority agreed with extending licensing hours for the semi-final(s) and final of the 2025 UEFA Women’s Euros in the event that England and/or Wales reach these stages of the tournament. The majority of respondents also agreed that the order should only apply to the sale of alcohol for consumption on site in licenced premises in England and Wales.

The consultation also indicated that the majority of respondents were in favour of extending licensing hours on the days of the matches (the 22nd and/or 23rd July and 27th July) until 1am the following day in the event that England and/or Wales reach the semi-finals or finals.

The final question was: “If you disagree with this proposal, please give reasons”. There were 9 responses (although 3 were responses expressing their support for the policy). Therefore, there were 6 responses outlining why they disagreed with the proposal. These responses fell broadly into 2 categories, crime and disorder and general inappropriateness. Comments expressed concern about the contribution of alcohol to violent crime and general appropriateness of the proposal. An example of this includes, “evidence clearly shows that the progress of England football teams in major tournaments leads to an increase in crime, disorder, anti-social behaviour and domestic abuse”.

We also received responses from the Local Government Association (LGA), Institute of Licensing and UKHospitality who all outlined their support for the proposed extension to licensing hours for the 2025 UEFA Women’s Euros, and the benefits it would provide to their members.

2. Do you support the proposal for extending licensing hours in England and Wales if the England or Wales teams reach the final of Euro 2025?

As demonstrated in the graph above, 30 out of 33 respondents agreed with the proposal to only extend licensing hours for the Semi-Final and Final of the Women’s European Championship to only apply to on sales of alcohol. Therefore, the majority wanted the extension to only apply to on sales of alcohol.
