This document accompanies the publication of the draft regulations (Climate Change Regulations 2012), and the Government response to the . The draft Regulations appoint the Environment Agency (EA) as the Administrator of the scheme, and give it powers for this purpose. The draft Regulations also set out what a scheme participant will have to pay if they have failed their target (Buy-out mechanism) and includes details of the proposed new penalty regime which the EA can impose for non-compliance under the scheme.
The Government response to this consultation is now published, which sets out the final policy changes for new Climate Change Agreements.
