PackUK governance 

A governance framework for PackUK has been developed to oversee the operations of all PackUK activities. This governance structure includes a Four Nations Ministerial Steering Board, the Scheme Administrator Executive Committee (SA ExCo) and the advisory Audit and Risk Assurance Committee. Each of these bodies will ensure an equal role for each of the four nations in PackUK decision-making. 

SA ExCo will also be supported in their decision making by advisory bodies of experts representing the packaging value chain including: 

  • The Scheme Administrator Steering Group; 

  • The Recycling Assessment Methodology Technical Advisory Committee; 

  • The Efficiency & Effectiveness Technical Advisory Committee; and, 

  • The Communications and Behaviour Change Advisory Group. 

The recommendations from these groups will play a central role in guiding PackUK as it grows and develops. They will provide well evidenced, expert advice, guidance and recommendations to SA ExCo, but are not decision-making bodies.  

Scheme Administrator Steering Group  

The voluntary Scheme Administrator Steering Group (SASG) brings together representatives of the four UK nation governments, local authorities, and sectors directly affected by the Extended Producer Responsibility for packaging (pEPR) Scheme.  

SASG acts as a critical friend to SA ExCo, providing recommendations to support the delivery of the environmental benefits of a pEPR scheme that contributes to the delivery of a Circular Economy and economic growth.  

We are now welcoming Expressions of Interest to join the SASG.
