Patient Safety Commissioner

Professor Henrietta Hughes OBE has been reappointed as the Patient Safety Commissioner for 3 years from 12 September 2025.

The appointment is full-time (5 days per week). Remuneration for the role will continue to be at a rate of £105,000 per year. 

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments. 

The appointment is made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Professor Hughes has not declared any political activity.

NHS England - non-executive directors 

Professor Sir Sam Everington, Dr David Bennett, Paul Corrigan and Ravi Gurumurthy have been appointed as non-executive directors of NHS England from 1 August 2025. Louise Ansari has been appointed as a non-executive director of NHS England from 1 September 2025. All appointments run until 31 July 2027 or until NHS England is disestablished. 

Professor Sir Sam Everington is a practising GP and an honorary vice president of the British Medical Association. 

Dr David Bennett is the chair of Synnovis LLP, an NHS-private partnership that provides pathology services to the NHS, and the former chair and Chief Executive of Monitor. 

Paul Corrigan is the former Strategic Adviser to the Secretary of State for Health and Social Care and the former Health Policy Adviser to the then Prime Minister, Tony Blair. He was also Director of Strategy and Commissioning at NHS London Strategic Health Authority.  

Ravi Gurumurthy is Chief Executive of Nesta and the Behavioural Insights Team and has previously worked in a range of senior Civil Service roles across government. He has also recently been appointed as the lead non-executive director at the Department of Energy Security and Net Zero.   

Louise Ansari is Chief Executive of Healthwatch England, the former Director of Communications and Influencing at the Centre for Ageing Better and former non-executive director at NHS Sussex Integrated Care Board. 

The new non-executive directors will be joining the current non-executive directors, Sir Andrew Morris, Mark Bailie, Professor Sir Robert Lechler and Jeremy Townsend. 

Grateful thanks go to those who served as non-executive directors on the NHS England board until recently - Mike Coupe, Jane Ellison, Professor Sir Mark Walport, Baroness Mary Watkins of Tavistock and Professor Sir Simon Wessely. 

The appointments require a time commitment of 2 to 3 days per month and are remunerated at a rate of £7,883 per year.

UK Health Security Agency - non-executive members and chair of the Audit and Risk Committee 

Dr Stuart Dollow has been appointed as a non-executive member of the UK Health Security Agency (UKHSA) for 3 years from 1 September 2025. The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £7,883 per year.  

In addition, Cindy Rampersaud has been reappointed as a non-executive member and chair of the Audit and Risk Committee of UKHSA for 3 years from 3 April 2026. The appointment will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the role will continue to be at a rate of £13,137 per year.  

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments.  

The appointments are made on merit and political activity played no part in the decision process. However, in accordance with the code, there is a requirement for appointees’ political activity (if any declared) to be made public. Neither has declared any political activity.

Independent Reconfiguration Panel - members 

Gordon Carlson CBE, Kate Denham, Rob Ghosh and Christine Morgan have been appointed as members of the Independent Reconfiguration Panel, for 4 years from 1 October 2025.

The roles were advertised for a time commitment of 10 to 12 days per year and remuneration of £300 per day.

These appointments have been made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

Food Standards Agency - members 

The following members have been appointed to the Food Standards Agency:

  • Clare Evans, Susan Paterson and Steve Ruddy have been appointed for 4 years from 1 August 2025
  • Frank Atherton and Louise Hoste have been appointed for 3 years from 1 August 2025
  • Alison Austin has been appointed for 3 years from 18 November 2025

These appointments will involve a time commitment of 20 days per year. Remuneration for the roles will be at a rate of £8,000 per year. 

These appointments have been made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment - members

Dr Paul Fowler and Paul Rawlinson have been reappointed as members of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) - Paul Rawlinson for 3 years from 1 July 2025 and Dr Paul Fowler for 3 years from 1 September 2025.

The appointments will involve a time commitment of approximately 3 days per year. The roles are not remunerated. 

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

NHS Pay Review Body - chair and members

Stephen Boyle’s term of appointment as interim chair of the NHS Pay Review Body has been extended from 1 August 2025 until 31 July 2026, or until the next chair is appointed, whichever is sooner.

The appointment will continue to involve a time commitment of around 15 days per year and remuneration for the role will be at a rate of £550 per day. In line with the Governance Code on Public Appointments, the department consulted the Commissioner for Public Appointments on this interim appointment. The commissioner was content.

Catherine (Kate) Nowicki and Paul Wallace have been appointed as new members for 3 years from 1 August 2025 and 1 October 2025, respectively. In addition, Stephanie Marston’s term of appointment as a member has been extended from 1 August 2025 to 31 July 2026. The appointments will involve a time commitment of around 15 days per year and remuneration for the roles will be at a rate of £450 per day.

Review Body on Doctors’ and Dentists’ Remuneration - chair and members

Mark Hoble has been appointed as the new chair of the Review Body on Doctors’ and Dentists’ Remuneration for 3 years from 1 August 2025. The appointment will involve a time commitment of around 15 days per year and remuneration for the role will be at a rate of £550 per day. Mark Hoble is a former partner at Mercer and has over 30 years’ experience advising organisations on remuneration.

Lynn Collins, Dr Suneil Kapadia, Sir Craig Mackey and Jairaj (JJ) Thakkar have been appointed as new members for 3 years from 1 August 2025. The appointments will involve a time commitment of around 15 days per year and remuneration for the roles will be at a rate of £450 per day.

Medicines and Healthcare products Regulatory Agency - non-executive directors  

Graham Cooke and Paul Goldsmith have been reappointed as non-executive directors of the Medicines and Healthcare products Regulatory Agency (MHRA) for 2 years from 1 September 2025. 

The appointments of Junaid Bajwa and Rajakumari Long as non-executive directors of MHRA have been extended for one year from 1 September 2025. 

The appointment of Michael Whitehouse as a non-executive director and chair of the Audit and Risk Assurance Committee of MHRA has been extended for one year from 1 September 2026.

The appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the non-executive director role will continue at a rate of £7,883 per year, with the Audit and Risk Assurance Committee chair continuing to receive £13,137 per year. 

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments.

Health Research Authority - chair

Neelam Patel has been appointed as chair of the Health Research Authority (HRA) for 3 years from 7 July 2025.

The appointment will involve a time commitment of 2 days per week. Remuneration for the role will be at a rate of £45,000 per year.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

NHS Counter Fraud Authority - chair and interim chair

The start date for Dame Linda Pollard’s 3-year term as chair of the NHS Counter Fraud Authority (NHSCFA) has been changed from 1 July 2025 to 1 August 2025. Further details of the appointment, which was originally announced in May, can be found below. Gaon Hart’s appointment as interim chair will be extended until 31 July 2025. Further details on his appointment, which was originally announced in January, can be found in the January 2025 section of the publication Appointments made October 2024 to March 2025.

National Institute for Health and Care Excellence - non-executive directors

Dr Keith Ridge CBE FRPharmS and Professor Frank Smith have been appointed as non-executive directors of the National Institute for Health and Care Excellence (NICE) for 4 years from 1 July 2025. 

The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year.

These appointments are made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this code is carried out by the Commissioner for Public Appointments.

Neither Dr Ridge nor Professor Smith have declared any political activity.

Care Quality Commission - non-executive directors and chair of the Audit and Risk Assurance Committee  

Alex Kafetz, Michael Mire, Ruth Owen and Melanie Williams have been appointed as non-executive directors of the Care Quality Commission for 3 years from 16 June. The appointments will involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year. 

In addition, Kay Boycott has been appointed as non-executive director and chair of the Audit and Risk Assurance Committee (ARAC) of the Care Quality Commission for 3 years from 16 June. The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £13,137 per year.

NHS Pension Board - chair

Lisa Tennant has been appointed as chair of the NHS Pension Board for 3 years from 1 April 2025.

The appointment will involve a time commitment of 3 days per month. Remuneration for the role will be at a rate of £13,137 per year.

Human Tissue Authority - members 

Helen Froud, Reverend Prebendary Professor Gina Radford, Steve Stanbury and Canon David Stanton have been appointed as members of the Human Tissue Authority (HTA) for 3 years from 21 April 2025.

In addition, Dr Andy Greenfield and David Lewis have been reappointed as members of HTA for 3 years from 1 April 2025. 

The appointments are remunerated at a rate of £7,883 per year for a time commitment of 2 to 3 days per month.

Canon David Stanton will take on the role of chair of the Audit and Risk Assurance Committee (ARAC) from 1 September 2025, at which point his role will be remunerated at a rate of £13,137 a year.

NHS Counter Fraud Authority - chair and Audit and Risk Assurance Committee chair

Dame Linda Pollard has been appointed as chair of the NHS Counter Fraud Authority (NHSCFA) for 3 years from 1 July 2025. The appointment will involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £14,450 per year. 

Current non-executive director, Jon Hayes, has been appointed as chair of the Audit and Risk Assurance Committee (ARAC) from 31 October 2025 until the end of his term on 31 January 2028. The appointment will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the role will be at a rate of £13,137 per year.
