The evaluation, which ran between 2023 and 2025, involved online surveys and interviews with programme participants.

The second report outlines the findings from a small scale process evaluation of phase 1 of the early years professional development programme.
This smaller evaluation involved interviews with the leaders of:
- 7 local authorities
- 5 early years settings
Phase 1 ran between 2019 and 2021.
