On 23 July 2025, the Minister of State for Local Government and English Devolution wrote to all councils invited to submit proposals for local government reorganisation, reaffirming the governmentâs commitment to delivering a single tier of local government.
The letter included the document âSummary of the local government reorganisation processâ, which provides further information on the reorganisation process and expected timelines. The letter also shared an explanatory note titled âFinancial decisions before local government reorganisationâ.
Additionally, councils had previously been asked through feedback on their interim plans to consider options for joint working for the delivery of social care. This letter provided further details on this by enclosing the document âLocal government reorganisation: Considerations for partnership working in social care for new unitary authoritiesâ, which outlines key considerations to support the development of partnership working options.
