Port Health Transition Fund determination 2023 to 2024

The Minister of State for Rural Affairs, Access to Nature and Biosecurity (the Minister of State), in exercise of the powers conferred by section 31 of the, makes the following determination:

Citation

These determinations may be cited as the Port Health Transition Fund Grant Determination (2023) [31/6687] and as [31/6838], [31/6996], [31/7178]

Purpose of the grant

The purpose of these grants is to cover the salaries for staff retained and recruited for the implementation of the Target Operating Model (TOM), that are forecast to not be cost-recoverable via charges. And for essential additional costs (that is, non-salary costs) committed to prior to the postponement announcement on 28 April 2022, that are still required for the implementation of the TOM and are forecast to not be cost-recoverable via charges.

Determination

The Minister of State determines as the authorities to which grant is to be paid and the amount of grant to be paid, the authorities and the amounts set out in Port Health Transition Fund 2023 table of allocations.

Before making this determination in relation to local authorities in England, the Secretary of State obtained the consent of the Treasury.

Conditions

Formal reporting to the Department for Environment, Food and Rural Affairs (Defra) on progress is not a condition of this grant. However, the department is asking local authorities to continue to consider providing voluntary reports at each transition stage, confirming activity that has taken place or been funded, and to continue engaging with Defra on their readiness through established communication means.
