Cabinet Office committed in its Business Plan for 2012-2015 to Develop and publish a forward look of emerging public service mutuals across England.

includes established and developing projects that either meet, or are working towards the Cabinet Offices definition of a public service mutual - an organisation that has left the public sector which continues to provide public services (under contract) and in which employee control plays a significant role in its operation.

It demonstrates the growth in the number of public service mutuals across England, and demonstrates how mutuals are being formed in an increasingly wide range of service areas, from fire and rescue authorities to children and youth services.
