These are official statistics in development. This publication estimates how much extra money benefit claimants in Great Britain could be getting if they told us accurately about their circumstances.

These estimates were published for the first time in Financial Year Ending (FYE) 2024. The estimates are based on information previously included in the ‘Fraud and error in the benefit system’ statistical release as Claimant Error underpayments. They were removed and reclassified following a planned review of the fraud and error statistics that aligned the statistics more closely with benefit legislation. 

The main story from the publication is: 

  • the unfulfilled eligibility rate in FYE 2025 was measured as 1.3% (£3.7 bn) of total benefit expenditure, compared with 1.2% (£3.1 bn) in FYE 2024
